As a Licensed Professional Counselor in Texas, the Texas Continuing Education Modernization Act (SB 912) introduces a critical change to your license renewal process. It moves CE compliance from an "honor system" with random audits to a mandatory, electronic verification system.
Texas Behavioral Health Executive Council (BHEC), which regulates approximately 77,000 mental health professionals, made proactive strides to incorporate CE modernization into its strategic goals. As part of its FY 2025-2029 Strategic Plan, BHEC prioritized the development of a streamlined online system for tracking and reporting CE. This initiative aims to eliminate manual audits, replacing them with a more efficient system designed to benefit both regulatory authorities and licensed professionals alike.
Here is a breakdown of why this change is happening, where you need to comply, and how to get it accomplished using the required platform.
WHY: The New Mandate for License Renewal
The new law, enacted by the Texas Legislature, is designed to modernize and standardize continuing education (CE) compliance across all healthcare professions in the state, including LPCs.
The most important takeaway for you is:
Effective January 1, 2026, you cannot renew your LPC license unless your required Continuing Education is logged and verified in the official electronic tracking system.

The New Reality: The electronic system will automatically check your CE compliance before the BHEC allows you to renew your license, ensuring the professional workforce remains up-to-date.

The Texas Behavioral Health Executive Council (BHEC), which oversees LPCs, has selected CE Broker as the official Continuing Education tracking system for all its licensees.
Timeline: While the law became effective on September 1, 2025, BHEC has mandated that all licensees must begin using CE Broker by January 1, 2026.
Cost: The required Basic Account is FREE for all Texas licensees. You can opt for a paid subscription for extra features, but it is not required for compliance.
HOW: Step-by-Step Guide to Compliance
Your main task is to create your free account and ensure all your completed CE hours for the current renewal cycle are properly logged in CE Broker.
Step 1: Create Your CE Broker Account
Go to the Official Site: Visit the CE Broker site at https://cebroker.com/plans and select your location and profession.
Select Your Plan: Choose the Free Basic Account option.
Enter Information: Input your Texas LPC license number and follow the prompts to complete your registration.
Step 2: Report Your Continuing Education
The way you report your CE depends on the provider:

*LPC CE Requirements Checklist (24 Hours)
Ensure all of the following mandatory requirements are logged in CE Broker before your license renewal date:
24 Total Hours of continuing education required every two years.
6 Hours of Ethics (The jurisprudence exam counts as 1 hour of ethics).
3 Hours of Cultural Diversity/Competency.
1 Hour of Human Trafficking prevention training (must be an HHSC-approved course).
6 Hours of Supervision (required only if you hold an LPC Supervisor designation).

Licensees must get at least 50 percent of their required CE hours from providers (one or multiple) that each meet one of the criteria below. The other half of the required CE hours may be obtained from any CE provider regardless of whether they meet a criteria below.
A licensee may receive all the required CE hours from a single provider, as long as that provider meets one of the criteria below. CE provider criteria: (1) an international, national, regional, state, or local association of medical, mental, or behavioral health professionals; (2) public school districts, charter schools, or education service centers; (3) city, county, state, or federal governmental entities; (4) an institution of higher education accredited by a regional accrediting organization recognized by the Council for Higher Education Accreditation, the Texas Higher Education Coordinating Board, or the United States Department of Education; (5) religious or charitable organizations devoted to improving the mental or behavioral health of individuals; (6) a licensee with supervisor status; (7) a hospital or hospital system, including any clinic, division, or department within a hospital or hospital system; or (8) any provider approved or endorsed by a provider listed herein.
